Team Exemplar
Andrew Bush has decades of experience in the Temporary Assistance for Needy Families (TANF) program and related human services policy and management at the local, state, and federal levels. He formerly administered the TANF program at the U.S. Department of Health and Human Services and has worked on policy and program design with state, local, and national welfare programs across the country and around the world. Andrew also has extensive experience in local public assistance administration, having served previously as Deputy Executive Administrator for the New York City’s Human Resources Administration.
Michael De La Rosa brings a wealth of experience and an incredible understanding of the human services landscape to Exemplar. Michael spent 19 years in the County of San Bernardino Transitional Assistance Department. Across those two decades, Michael held supervisory, management, administrative, and executive management positions, including 8 years as the Deputy Director overseeing Eligibility and Welfare to Work programs. Under his leadership, the County became a leader in Welfare to Work programs in California, with many achievements including a 100% increase in their TANF Work Participation Rate.
Aaron Goldberg is a performance management expert who brings years of front-line human-service experience to the Exemplar team. Prior to joining the Exemplar team Aaron was the Director of Planning, MIS and Quality Assurance for the New York City’s HIV/AIDS Services Administration (HASA). He developed and implemented a highly successful performance management program in that agency. ‘HASA-Stat’ was built on a philosophy of instituting a culture of high performance expectations for all levels of staff and a reliance on data to inform operational change.
Andrew Gerard is a software engineer and IT manager with over 15 years experience specializing in SQL and C# programming, business systems automation, and production IT management. Andrew leverages his vast knowledge and problem-solving skills to continually perfect the Exemplar platform, improving automation and monitoring of production systems so we can consistently deliver the absolute best service to agencies around the country.
